From 28th-29th, Aug, 2007, the fourth China International Rescue & Salvage Conference was held in Boao, Hainan. Focusing upon the theme of “Emergency Response and Innovation---Life Saving, Property Recovery and Environmental Protection”, 300 scholars, experts, and personages from 14 countries and regions were conscientiously probing about such issues as advanced rescue & salvage techniques, practical rescue & salvage equipments, management of the system’s emergency response as well as the means of cooperation between China’s rescue & salvage institutions and its overseas counterparts. This conference boasted of being largest-scaled of all the previous ones.
    The Deputy Minister of the Ministry of Communication and director of the China Maritime Search and Rescue Centre Xu Zuyuan, chairman of China Navigation Institute Hong Shanxiang, Deputy Assistant Secretary of Defense Charles Ray, director of the Search & Salvage Bureau of the American Coast Guards Scott La Rochelle, Secretary of the International Life Saving Association Gerry Keeling, President of the International Salvage Union Hans Van Rooij, Secretary of the International Diving Contractor Association Phil Newsum all attended the forum.
    When delivering a speech in the opening ceremony, Xu Zuyuan made mention that China International Rescue & Salvage Conference was an essential medium for pressing ahead the technological innovation and exchanging innovation achievements. He hoped that representatives explored the in-depth connotation of the forum theme and promoted the technological achievements to be applied in the rescue & salvage works so as to reduce the casualties, property and environmental damages caused by the maritime accidents, contributing to the prosperity and improvement of human society at large.
    On this forum, 10 organizations including Nanchang emergency flood fighting team, Xiamen JiMei Navigation and Vessel Service Corp., Ltd. Were admitted as member units.
    During this conference, Nanhai Rescue & Salvage Bureau and Nanhai No 1 Rescue Flying Service put together 3 rescue aircrafts and 4 rescue vessels and successfully accomplished the life saving drill in a simulated situation of freighter catching fire after collision into reef and sea crew in hazards, and this drill earned vehement applauds from viewing representatives.
